So I found out today that Chaplains can function as a Command Financial Specialist. They are supposed to go through training conducted by the Personal Financial Management Program. The MCO for this is 1700.37 pertaining to the appointment of a Personal Financial Manager to oversee the program. This is a program part of the Marine Corps Community Services(MCCS) which has had some issues with trying to restrict the types of services and capabilities of Chaplains because of the overlap and potential elimination of their service. The corresponding Naval instruction is SECNAVINST 1740.4 Chaplains are authorized to offer financial education as a component of religious education.
